Primary audience: Federal and institutional buyers
Identify the acquisition before collecting product letters
A federal or institutional buyer needs an acquisition file that connects the exact lighting items to the applicable requirements. Begin with the solicitation, funding source and incorporated clauses. The building's identity alone does not determine the procurement rules.
A direct purchase, a construction contract and a federally assisted infrastructure project can follow different requirements. A hospital or university may also impose its own purchasing conditions. Ask the contracting officer or responsible procurement reviewer to identify the governing requirements before sending a generic compliance request.
Create a requirement matrix with one row per obligation. Include the clause or specification reference, the affected line items, the evidence requested and the person responsible for acceptance. This turns “send compliance documents” into a reviewable request.
Keep technical suitability and acquisition eligibility in separate columns. A fixture can satisfy the lighting design while lacking the documentation needed for a contract. Conversely, an origin determination does not establish the right distribution, voltage, controls or mounting for the project.
Distinguish Buy American, TAA and BABA
FAR Part 25 distinguishes Buy American requirements from trade-agreement treatment and explains that their origin tests differ. The Trade Agreements Act, commonly shortened to TAA, should not be treated as another name for Buy American.
| Framework | General context | Buyer action |
|---|---|---|
| Buy American | Federal acquisition of supplies or construction materials under applicable clauses | Identify the clause and its required determination |
| TAA / trade agreements | Acquisitions subject to applicable trade-agreement provisions | Check exact-item eligibility and supporting origin analysis |
| BABA | Domestic-content preference for covered federally assisted infrastructure | Review the project, award terms and agency guidance |
| Institutional requirements | Additional purchasing or project conditions | Include the owner's written requirements in the matrix |
OMB's BABA implementation guidance addresses the preference in federal financial assistance for infrastructure. The applicable award and agency requirements matter. A TAA letter does not resolve a BABA determination.
This comparison organizes the document request; it does not decide applicability for your acquisition. Have the responsible reviewer confirm the governing framework and any project-specific exceptions or waivers.
Request the Allmax documents at the right scope
Our federal-buyer page states the document workflow: TAA eligibility is determined per SKU, and counsel issues the attestation letter for the specific SKU with the quotation. The letter is the document the reviewer files. Do not replace it with a summary of this guide.
Country-of-origin determinations are held per manufacturing lot. Where a project requires the determination for a specific lot, request that source document and connect it to the receiving record. A family-level description cannot identify the lot actually delivered.
BABA determinations are handled per project. Provide the project requirements when requesting the determination; do not infer blanket eligibility across a family or the full catalogue. Keep the requested document's status visible until the reviewer accepts it.
Match each request to the fixture schedule. If a line uses the AR07 area-light family or MFP01 flat-panel family, identify the exact model and ordered options. Neither family name by itself establishes procurement eligibility. A substitution requires another check of the associated documents.
Keep performance evidence in the same review package
Origin documents answer acquisition questions; the technical package still needs to show how the item meets the lighting requirement. Include the model's cut sheet, dimensions, voltage, selected output, color information, mounting and controls. Link the photometric evidence to the proposed configuration.
FEMP's commercial and industrial LED purchasing guidance addresses energy-efficient acquisition and incorporating requirements into the purchasing process. Check the currently applicable category and project requirement rather than using a general efficiency claim.
When the solicitation requests a qualification record, verify the exact model and current record needed by that requirement. A catalogue symbol or a different model's record is not a substitute. Store the supporting evidence with its retrieval date so a reviewer knows what was evaluated.
Make deviations explicit. A proposed alternate may change the controls, emergency accessory or mounting arrangement even when its lumen output appears similar. Show the difference and obtain the designated review before treating the item as accepted. Procurement approval should preserve the technical configuration, not obscure it.
Use a line-item document checklist through delivery
The acquisition file should connect the request, reviewed item, order and delivered lot. Use stable fixture tags and line-item identifiers throughout. A folder full of valid documents is still difficult to audit if nobody can connect them to the shipment.
- Solicitation and amendments, applicable clauses, funding or award requirements, and the buyer's requirement matrix.
- Fixture schedule with exact models, quantities, options, technical criteria and substitution approval status.
- Requested per-SKU attestation letters and the project-specific determination where required.
- Lot-specific origin documents where required, with a clear link to receiving and acceptance records.
- Current technical evidence, approved submittal, installation instructions, warranty document and closeout package.
At quotation, distinguish documents included from documents still unresolved. Before release, confirm that the accepted package covers the ordered configuration. At receiving, check that the delivered identities match the order and that required lot evidence is attached.
If the item changes after award, preserve the original record and the revised review. Do not silently replace the old attachment; the file should explain what changed, who accepted it and which delivery the decision covers.
